Carlisle is a borough in and the county seat of Cumberland County, Pennsylvania, United States. The name is locally pronounced as in British English with emphasis on the second syllable. Carlisle is located within the Cumberland Valley, a highly productive agricultural region. As of the 2010 census, the borough population was 18,682. Including suburbs in the neighboring townships, 37,695 live in the Carlisle urban cluster. Carlisle also is an exurb of Harrisburg, Pennsylvania, to the east.

WHYL is an Adult Standards music formatted radio station licensed to serve Carlisle, Pennsylvania, consisting of a 2 tower array broadcasting on 960 kHz. The call letters are the initials of Richard F. Lewis, Jr. 's wife, one of the station's former owners. The call sign was shared with an FM sister station, WHYL-FM, broadcasting on 102.3 MHz from an antenna on the south tower, later moving to Sterret's Gap.

The station is currently owned by Trustees of Dickinson College. The station started in 1959 as an AM operation at 640 kHz, with broadcasts confined to the Dickinson campus. WDCV expanded to a 10-watt FM service in 1973, and began broadcasting 18 hours a day at 88.3 MHz.
